Port Commissioners are elected by the residents of the Grandview Port District. Commissioner terms are six years.
The Port of Grandview Commissioners handle most of the day-to-day operations of the Port, with the help of staff members to continue to keep the port's day-to-day activities efficient.
District 3
Frank is currently the Port Commission’s Secretary. He was born, raised and has resided in Grandview most of his life. He is a graduate of Grandview Senior High School, Wenatchee Valley Community College, and the University of Utah where he received a Political Science degree.
Frank farms apples, cherries and Concord grapes with his extended family in Grandview, Prosser and Mattawa. He is the past President of the Yakima County Farm Bureau and is a workgroup member of the Yakima County Voluntary Stewardship Program.
Frank was appointed a Port Commissioner in March 2019 for District 3, and elected in November 2019 and 2025.

District 2
After 17 years as Port Commissioner, it is with sincere regret that the Port of Grandview announces the passing of District 2 Commissioner C. James “Jim” Sewell.
He and his wife Sharon resided in Grandview since 1985. Following service in the Canadian Army and a 40-year career in local government in Canada and Washington State, Jim retired in 2006 after serving as Grandview’s City Administrator for 21 years. He held a Diploma in Municipal Administration from the University of British Columbia, was Chairman of the Yakima County S.I.E.D. Board which funds Economic Development infrastructure in Yakima County, and a Member of the Yakima County Boundary Review Board.
In 2007 Jim was appointed a Port Commissioner and was re-elected in 2009, 2015, and 2021. Jim was integral to the development of many projects and Business Parks within the Port District.
District 1
Richard is currently President of the Port Commission. He was born, raised and has lived in Grandview, Washington most of his life. He is a graduate of Yakima Valley College and Central Washington University where he received a degree in finance and economics.
Richard is an elder/trustee at Bethany Community Church and is owner of Grandview Ladders LLC. He is married and has a daughter. Richard was appointed to the Port Commission in 2005, serving about a year prior to moving out of District 2. He was again appointed commissioner in 2011 for District 1 and was then elected in 2013 and 2017.

Emeritus Board Member
Ron was born in Yakima and raised in Yakima and Vancouver, Washington, moving to Grandview in 1948.
Ron graduated from Grandview High School in 1954, from Seattle Pacific University in 1958, and from the University of Washington School of Dentistry in 1961. After school and military obligations, he returned to Grandview to establish his dental practice, serving the community for 42 years.
In 1988, Grandview voted to establish a Port District, which Ron strongly supported. He was elected as one of the founding Port of Grandview Commissioners and served in that capacity until his retirement in February 2019.
After Ron’s resignation from the Port Commission in January 2019, the Port of Grandview honored his service, dedication and community support by awarding him the position of Commissioner Emeritus to remember him as a founding member of the Port of Grandview.
